Q: can you configure this to toggle the recording on and off or does it only lock recordings?

The remote takes the place of the LOCK BUTTON that is on the dashcam. It is so much easier to find this button in an emergency than to try to figure out if you pushed the correct button on the dashcam. The ONLY function it provides is to LOCK the segment on the SD Card that you want saved.

I own one like this to connect to my Viofo A129 Duo dash cam. The blue 🔵 light indicates successful connectivity. So, YES, it's for the A129 dash cam; and, it's NOT for a phone. I hope this was helpful.

Q: Does this work for a119 v3? description mentions only a119 mini.

The A119V3 does not have Bluetooth, so it will not work with it. The A119 Mini does have Bluetooth.
