Q: Does this substrate require a 'topping' of gravel, or can it be used alone?

No this one is an alternative to gravel and can be used to top Tetra Complete. It's entirely up to yourself. I have used complete, layer of this active, tetra initial sticks and topped with gravel. Personal choice really. In my other aquarium I have used tetra complete topped with river gravel in a certain part then I used complete topped with active in my grassy and plant parts (nobody will see gravel so what's the point?) Whichever way you do it I would suggest a complete underneath.

Q: How many bags for a 240 litre tank

Well depends how deep you want it? I would say one bag would cover a 30x30cm area about 1-2 inch deep

Q: If I use a quality plant soil underneath, can I grow carpet plants with this? I love the colour but worry its not nutritional enough for carpet plants

This isn't a complete substrate, it's to use under your main substrate/gravel for plant growth. If you use this you don't need soil. But you do need a substrate on top

Q: Will a 3L bag be enough for a 30L tank?
