Q: Will this truly cut paper which is 15" long?

Yes, but no longer. What's good is it will cut multiple copies at once and also cuts thicker paper like poster board, matts, and cardboard like no other paper cutter.

Q: will it cut 110 LB card stock and if it will how long will the blade and mat last?

Yes it will cut 110lb card stock. It also cuts great and straight. I have cut card board with this cutter. I buy white card stock in a ream of 500 sheets. I cut 3-4 sheets at a time when cutting larger sizes. The sharpness of the blade depends on how much you use it. I have not changed my blade yet after a few months but I do not use it everyday. I will say that this is the best cutter I have owned. I have several from other companies.
