I'm sure it could; it would require some work to change the angles that are used to make it suitable for that low of a lift. I'd suggest finding a door threshold that would be more suitable as is. My Reudamann is used on a 3.5 inch step and works great for scooter for a handicapped person. Ty

The top of the ramp is curved, so the ramp can rest on your threshold, and the bottom is flat enough to touch the ground.
