can the handles on the T driver be screwed out to allow operation in tight spots?

if you are wanting to put a thread on a bolt then yes the handles un screw, if you want to put a thread in a nut then by unscrewing the handles the tool won't grasp the tap, and only one side unscrews completely and then the block holding the tap falls out.

I am looking for a die set that can handle 21mm (1/2") mild steel, does this set include a m21/21mm die ?

Problem, this is an imperial tap and die set so does imperial sizes like 1/2” 1/4” etc. 1/2” is 0.5” 1/4” is 0.25”. Yes it includes a 1/2” die which will thread a piece of 0.5” bar. You say 21mm which isn’t anywhere near 1/2”. 1/2” is about 12.7mm. 21mm is about 0.826” and that’s nearly 3/4” (much bigger).
