Q: Will the speaker usb charge cell phone?

The USB does not support phone charging. It can only support a USB drive with MP3 music files as a music playback device.

It should i have mine on 06 road star

Q: Does the 12v coming into unit have to be regulated? Want to use stroke generator on motorized bike which can produce more than 12v.

It is recommended to have a stable 12V going into the unit, above of 12V will blow the PSB fuse inside the unit and cause the unit to restart.
