Solid Ram Mount platform
I use the Ram Mount system in my truck, van, multiple motorcycles, and RZR. It is very stable and there are a ton of different pieces to construct the mount you are seeking. I find it a very stable system even in heavy duty off-road situations. I use this particular mount in conjunction with a 2.4" bubble level to quickly see if my van is level. I set the level on the same level as the bed. This is really important for a camping spot so the bed is level and comfortable. This makes it really easy to see if the camp spot is level or what I have to do to make it level. The 2.4" level is exactly the same size as this mount. I attached the bubble level to this Ram Mount with a couple strips of double sided tape which made it rock solid. It looks so good you would think this setup is from the factory. You could use this mount with double sized tape or velcro to attach a radar detector or any other small electronics and it would serve you well. I know the holes are designed to attach to a GPS but you could use it for a bunch of different items. The finish is standard Ram Mount matte black and is very tough. The mount provides a solid platform for what ever you can think of.

Solid base mount - see how i got this to align with the Garmin Striker 4 base
Bought this as part of my set up to mount my Garmin Striker 4 Vivid CV to my kayak. This base is solid, aluminum and was - almost - a perfect fit for the Garmin Striker 4 swivel base. I had to do some finesse drilling out of the holes on the Garmin platform to get it to align enough to secure the base to the mount. End result is awesome. I can now articulate the Garmin Striker 4 on the round ball base and 1" ball sized arms to align it exactly where I need it. I used a scotty 1" ball/post mount on the kayak and this Ram 1" ball mount plate on the Garmin. Good to go!
