Take to a reputable small shop that services lots of cars and trucks.
Well, I brought the car to the mechanic who works on it. He replaced it for a small cost. They plugged in to their large all models electronic computer, all wires and all sensors and systems are good. After the fuse price was another $20 .

Worked OK when there was no shroud around the relay. Did not work when there was a shroud.
The tongs were slightly larger than the slots available in multiple Subaru engines. I tested in a 2002 Forester and a 2012 Impreza. Please see the attached image. Also, when I tried to grasp the top of the relay, the tongs flexed too much and did not grip. This puller worked fine on a standard relay in a 2006 Toyota sienna where I had full access to grasp beneath the relay as there was no shroud around the relay.
