Are these 100% silicon or is there some metal inside?

The outside covering is completely silicone. There is a hard material inside the silicone that I am not sure what it is, but the silicone layer is so thick I don't see it ever being a problem of the inside material ending up in ur crust.

Can you cut the string into sections for use with smaller tarts?

I definitely think it's possible, and I don't see any reason to advise against it. The weights are linked together by a soft rubbery silicone that seems easy enough to cut through or break. It has about 40 weights linked together so for a tarts you could probably use like 3 to 4 weights per tart.
