Are these painted steel, that rusts when scratched? Or bare aluminum?

They are painted white. But I have to say they are the most “solid “ chair we could find. Not flimsy for my 6’2” husband. We’ve only had them for a month so I can’t attest to the rust or scratch issue you are worried about.

Does the chair have lumbar support?

There is no obvious lumbar support on the chair.
