Q: What is the net material? Is it plastic?

A very strong plastic or nylon. I've had mine up on the balcony for three years! I live in nebraska so it goes through weather extremes. I'm still very happy with this product.

Q: gap at the bottom of railing on apartment balcony would this work? How would it tie down to the ground for the gap at the bottom?

It can’t tie to the ground, just the sides. My balcony had a bottom horizontal rail that my dog couldn’t get under. She could get through the vertical rails.

Q: The description explicitly says that it is designed to be used outside. Can it be used inside of the house?

I don't know why not, but I question it's appearance for inside. Mine is on my balcony so the dog can't get through. That it's designed for outside is that it will hold up to hot/cold temperatures.
