No, is not, that’s another reason I won’t buy ever again.

Q: does it come off easily?

It was easy to get off with normal nail varnish remover. No problems at all

Q: Can you use this to add an all-over shimmer to a 'flat' colour?

I love Essie polish, simply the best, but putting this shade over another colour won’t add shimmer, it will just hide the original shade
