No this NOT waterproof. The mascara goes on nicely, but any eye tearing from laughter or irritation will cause the mascara to come off in clumps.

Where is this product made?

It’s not made in NY, I think China. I just ordered on prime’s website and was informed by credit card company a foreign transaction from Singapore. I think they have a US address to trick people into thinking it’s made in NY

How do you remove this mascara? Will it come off with baby soap and water?

I have removed mine with baby soap and water. I did have to rub a little more than normal but it did come off.
