Yes. There is an excellent tutorial on using it at adafruit.com where they use one on an Arduino Uno, but it will also work just as well on a mega.

Q: I am new to the raspberry I, can place this on a drone and use it to track the drone, how do I connect it to the raspberry pi?

There are guides online for wiring this module to raspberry PI. Beginner level soldering skills required if you plan to use it on a drone. On the Pi you can query longitude and latitude coordinates via command line. So yes, you can mount this and the PI to a drone and start gathering location data.

Q: Is this suitable for weather balloons

I believe it is suitable for weather ballon use as it is very sensitive to altitude in addition to GPS functions. I have one of these modules and I noted that it could easily detect the change in altitude between the ground and first floors of our house. Paul McWhorter of http://www.toptechboy.com I think has used the Adafruit module in his ballooning activities and has an Arduino lesson number 23 video titled Arduino GPS with Data Logger.
