The product is fine, but the seller sent a duplicate package with the exact mailing label and a bill of $14.40 to be collected by the post office...Is this a scam or a mistake?

WASTE
Received these spiced jelly beans just now. They are hard as a rock, must be 2 or 3 years old!! Very disappointed in BRACHS!! I ordered peeps that are suppose to be here tomorrow. I'm praying they are fresh? I ordered candy from Amazon before and also horrible, but thought I'd give them another try. NEVER AGAIN!! I'm throwing these jelly beans in the garbage, just like I did all other candies from Amazon!!!!
