Description is confusing. Is this a quick release head or not?

no, it's a 1/4" hex bit with a 1/4" square drive with detent ball. the hex end passes through the wratch. in other words you can take the whole bit out the part that looks like a quick release button is actually the bit you push it out with your thumb. I know this sounds confusing but hope it helps

hex bit or socket end m. Does it stick out out say more than 3/16 of an inch? Is it secure or can it fall out easily?

The 1/4” square drive protrudes about 7/16” from the face of the ratchet. It is adequately held in place with a spring system. Easily removable and the ratchet head accepts any 1/4” hex head tip.
