This says it is refills, is something else needed to go with it? if so, why doesn't it say its a complete kit like the 15ct ?

Nothing else is needed. It is not enough for a typical house if you follow the directions so that's why they call it a refill. It's meant to replace ones that popped up already but can be used as a small kit too

I certainly would not. Move your garden perimeter outside the two-foot zone prescribed by the product.

We just need a few for a wooden flower box. Can we start with the 5 count refill size or do we need to buy the 15 count box to start?

Refill to begin with depending on the size of the box. If you know there are termites around, just watch carefully and replace when the stems shoot up to tell you there is activity. Funny, or not so much, some coons, possums dig up the stakes, leave them...must smell good, but then a disappointment when on top of ground. Best of luck...
