Q: How quiet it is on high

It is not as quiet as I would like it on high. Medium is acceptable and low creates what I would call "white noise". Having said that, I do like the Vornado 573 very much.

Q: Can it be angled up or down? That is, is it tiltable/adjustable? It looks like it is in a fixed position.

As others have said, it is a fixed position fan, either horizontal (slightly angled up) or vertical. I prefer the vertical position creating circulatory room flow from the floor/table to the ceiling. Even on high, the sound you hear is primarily air flow, not mechanical motor/vibration. I have five of these fans, I love them so much. In California, we don't need air conditioning just one of these in each bedroom in a corner pointing up. Strongly recommend.
