according to the chart in the description, it supports LGA2011-3 which i believe is the socket that intel x99 uses

this may sound cold but you would better off saving your money and buying a new pc than spending 65$ on a noctua heatsink for that system. the amd fx series of cpus are horrible and no one should be using them in 2021.

Q: Thermatake Overseer case with 200mm side fan. Will it fit?

This cooler stands 6.5" off the mb. It does fit perfectly in the HAF 932 with plenty of room and 200mm fans. This case is a full 9" wide where the overseer is nearly the same at 8.7" I'd recommend you measure 6.5" off the face of the CPU to where the side fan is to be sure. But looking at the dimensions of your case I don't think you will have any issues.

Q: Will fit with a Thermaltake Urban S21?

No, the cooler is 10mm too high.
