Yes, it is compatible with the 36" spikeball standard kit.

Is 36 inches enough to wrap all the way around?

Yes, it does wrap completely around and actually overlaps a few inches.

Is this compatible with a basketball hoop?

I think it might get too beat up with a basketball hoop but it worth a try. The remote works great and you get so many colors with the led light technology. If you haven't tried Spike Ball, which is what we use it on, you need to. Its our favorite backyard family game.
