Q: Does this marker transfer images to canvas?

Yes only if it is a very smooth primed canvas. Otherwise the texture of the canvas will distort the image. This will not work with inkjet copies. The images need to be laser or xerographic copies using toner.

Q: This arrived with the cap off and the tip and pen seem dry. Is this normal?? I want to use to blend colored pencils. So confused.

The cap should not be off. It's probably dead. You can try dipping it in nail polish remover (same stuff that's in the marker) to try to revive it, but probably better to return for a new one. Although I've not used it for colored pencils, it works well for me.
