No. Either pushing it deeper or removing the bottom part with the spike will make it closer to the ground.

Yes, and how bright they are at night of course depends on how bright the sun is during the day. They usually come on at dusk.

They have a stake for them to go in the ground. You could probably wire them to your privacy fence. Be sure the solar panel gets sun.
