Q: Will this work for metric pipe as well?

You need a metric pipe cutter. I keep mine by my metric crescent wrench.

Q: how do you turn the cutter wheel?

Hello when cutting copper you always pull the cutter towards you so that the cutting wheel rides on the material last not the roller wheel. Also remember to make 1 revolution then 1/4 turn or less on each pass to avoid egging the copper end which will mess up your joint later when you solder.

Q: Canyou cut rigid acrlic tubing with this?

Yes, I bought it for that, however, it will crack the tubing very easily if you're not careful. It was too difficult for me to get it right, so I ended up just buying a small chop saw which cuts acrylic tubing much faster and without any cracking.
