What is the different between this set and lego mindstorms ev3 31313

Same robotic core and motors, larger variety of sensors (has 1 extra touch sensor, has gyro and ultrasonic sensors but lacks infrared), more parts, together with 45560 Expansion you can create larger robots ... think of it as upgraded version of 31313; or think of 31313 as basic and 45544 as expanded plus you can expand 45544 with 45560 set.

Does this kit include education software ?

The programing software and instructions are not included in the kit. The programing software is free to download from LEGO Education. There is an ICON based version for Windows 7, 8, and 10. There is also a SCRATCH based version for Windows 10. In addition, there are Apple versions of the programing software. Finally, building instructions are available from the Lego Education website.

Does the set include a charges?
