Can anybody direct me to documentation of the Mackie Control for using this with Abelton?

Can you program the buttons to send sysex commands? Like the CC toggle function but a sysex command for on and a different sysex command for off.

I don't believe so. Skimming thru the manual I only see sysex mentioned while addressing backup. The editing section makes no mention of sysex commands, so I don't believe it's available. The manual is available on the nektartech site if you want to look at the details.

Can you program chords ?

The Pacer can send multiple messages, but it would be FAR easier to program chords at the other end, in a VST that produces chords from a single key, such as Scaler or Chordjam. Far, far, far easier.

Does this pedal works with ableton live?

It works very well with Ableton Live. You can change from transport controls to standard CC or Note messages. Each foot switch feels great
