Is 178L the compacted size or expanded size?

It is 178L expanded. The compressed size is 52L. The earlier answer from the manufacturer is both incorrect and extremely misleading.

Is it shavings or is it the thick paper like ones?

Our paper is not from the potentially dangerous leftovers from reclaimed paper production ( called "sludge", which has detectable levels of dioxin in it). Our paper is not from recycled paper that has been printed on, either (which can also have toxic residues). Our bedding is 99% dust free and is safe and comfortable for small pets. No additives, no dyes, no irritants! Are any of these products good for new puppies?

I wouldn’t do it. It would get to messy. I’d just use the big puppy pads. Much easier to clean up.
