As David said, No, the two hex-shaped game discs are not included. Those are sold separately for 19.99. This is just the Avengers play set with the two Iron Man and Black Widow figures.

If you get the Marvel starter pack, that is correct. The Marvel starter pack includes both characters and the playset piece.

Will work with any gaming platform. Xbox one, 360, ps4, PS3, wii, or other game systems that the infinity game plays on. The starter packs and the game itself are platform specific but the figures, play sets, and the power discs are not specific.

Will this work on play 4?

If you have the Disney Infinity 2.0 game disk and base for that system, then yes. The figures are also playable in the new 3.0 edition toybox.
