What is the functional difference between this and the 100 packs of mylar foil bags sold at the same price?

The disc is more rigid and spring-like. A mylar foil bag may not hot its shape, and would not function well if placed in a wine bottle. These discs will spring back to being flat after being taken out the wine bottle.

can the disc be customized with names printed on them?

They certainly can... but requires a min order of 1,000 discs. Other options would be to get a personalized stamp made with permanent ink... or to have stickers made to place on the discs (as only the inside of the disc will be exposed to wine. The clear film easily separates from the mylar. Is the mylar safe to use without the clear film?

Absolutely. In fact, that plastic coating is there to protect the back of the disc from scratches and fingerprints... much like the plastic film that comes on new appliances and electronics.
