Is this made in the USA?

Actually you can get one (16") Made in the USA for $20.10 - search for USA Pan Wide Rim Nonstick Pizza Pan, 16 inch, Aluminized Steel here on Amazon.

is it 14" inside the border, or from edge to edge (14" including the border)?

If your pizza is 14” you need the 15” pan. Anytime there’s a lip alway add an inch if you want the pizza to fit inside of it.

I am trying to decide what size will fit in my oven. Can someone tell me the total size (edge to edge) of a 15 inch or 16 inch pan?

The pan I bought was a 15" and it's 15" exactly

What is the residue that comes off the pan onto my drying towels?

Residue? What kind of residue? Water beads off at he pizza pan and it dries quickly.
