You then remove the red liner from one side and position it on the picture. When all liners are on the picture, you remove the top red liner and now position the picture on the wall and press firmly in place. Next pull the picture from the bottom to disengage the locking strips. Allow the strips on the wall to set for at least 30 minutes. Then reposition the picture and press onto each strip so they lock together. Mine is in a bathroom and holding well. I would imagine it sticks to concrete, but do not know for sure. **Q: Can this hold a surge protector vertical to a side of a desk?** A: Yes. I have secured small 6-outlet surge protectors with four pairs of these, and large 12-outlet surge protectors with several transformer boxes plugged in with 6 to 10 pairs (the more pairs, the more hooks holding, the more you can plug and unplug without removing the surge protector from the desk). I suggest making sure you have a very clean surface first, and make sure that the cleaning agent you use has dried before using the strips. For best results, I always stick a pair together at the hooks, then one sticky side to the surge protector, and I do this for all pairs, until I have the pattern of strips on the surge protector. Then I wait 10-20 minutes for the sticky to adhere to the surge protector. Finally, I then remove the protective paper on the other sides (while still hooked to the strips on the surge protector), and stick in place on the desk, or on the wall, wherever I mean for it to go. Now, most importantly, I do not touch the surge protector (or picture frame, etc) for at least an hour. Every single time that I am lazy and immediately plug in or try to remove in order to straighten the mounted item, the stickiness is ruined and the strip will never stay in place again. This is not actually a fault of the strips, just a consequence of how the sticky works. Once you expose the sticky side to the air, the sticky is "activated", and you have a small amount of time before the sticky looses its effectiveness. If you stick it right away and leave it for some time, then the sticky material has time to adhere and bond with the desk laminate, or paint on your wall, etc. For those who have trouble removing them, READ HERE: slowly pry the attached (non sticky) pull tab slightly away from the stuck surface, then pull away from the strip ALONG the surface! The sticky may stay on the wall or desk, however the hook side (velcro side) will be released. This is because the foam piece between the sticky substance and the hook fastener is a kind of foam that will break the bond with the other materials when stretched. It's more complicated then this, but that is the basics. If you pull away from the stuck surface (away from the wall) then you are putting your pulling energy into the sticky, not into the foam, and thus you will rip the wall paint right off with the sticky and the strip, rather than releasing the sticky from the foam as intended. The picture on the box says 12 PAIR. That is VERY different. Which one is actually correct? Please don't answer with "I think..." or "I believe". Respond only if you know for sure.
