Does it control external speakers plugged in using 3.5mm jack?

Not directly. The input/output of this device is USB, not audio. The device uses a driver that interfaces, with in my case Windows, to control the volume of sound card.

Would it work for mic volume and mute control

This will not work with microphone input levels only with audio levels out of your sound card.
