Can this radio talk to motorola talkabout type radios using frs/gmrs

Not legally. The 25X2 can be programmed to FRS and GMRS frequencies however it is not legal. FRS/GMRS radios have antenna and Tx power restrictions that the 25X2 does not meet. Do a search on FRS/GMRS and you will find lots of information.

Can i program rugged radio channels in it?

I'm not familiar with the term "rugged" so am unable to answer your question. The radio is programmable with a separate cable that is not sold with it.

The 2501 is a bit smaller by height only, measuring L = 4.5 inch, W = 4 inch, H = 1.5 inch. The 25x2 measures L= 4.5 inch, W = 4 inch and H = 2 inch.
