The product leaks constantly. I always have a sticky mess even after washing the goo off the bottle and letting it be.

I used it to hold a wig in place. It worked great. use your finger or a Q-tip to put a thin layer around whatever you are trying to keep in place and keep pressure on it for at least a minute. Yes neck of the bottle does get sticky no matter how often you clean it, but it's intended to be sticky stuff and there's not much you can do about it. If it's sticky on thevjar other than the neck where th top screws on, maybe there is a crack in the jar.

will it hold if i wanted to glue something plastic on me for a costume?

We sale this by the case to cheerleading squads, dance groups,  bridal shops, wig stores.  My youngest customer is two and they glue his hearing aid to his head because he is so active, it helps him not to loose it.  I do not know how "heavy" the item is you are wanting to glue, but I think it would work well for you.

Does this have a strong smell?

It would depend on how you define "strong". When applying, it does have a strong alcohol odor (isopropanol, I believe). Once that evaporates, and the adhesive is set, it continues to have much milder, oddly sweet odor, but it no one will notice it through your clothes, and you'll forget about it about it until you take it off before going to bed. So, is someone at a party going to wonder what the weird smell is? No. Will you be able to tell whether a worn sock has adhesive on it? Yes. And it may also make a dark but temporary stain on light-colored stockings. If you mean to use it for stage makeup or something closer to your nose, I don't know how noticeable the odor would be.
