Are the balloons matte or shiny?

They are seminshiny in the light they are more shiny. They work very well.

Do you get one or two packs because this one pack does not look like it has 100 balloons in it.

You get one big bag. Then inside is another bag with additional balloons. The only thing I didn’t receive was the ribbon.
