No the case is not water tight. It can be outside but protected from rain.

why doesn't it turn on manually?

You can manually turn on individual stations (I assume this is the question?) press the manual button then press the right arrow button as many times as it takes to get to the station number you want to turn on(watch the top of the display-it can be hard to see) then push the up button to enter the number of minutes you want that station to run then hit enter. You only have about 5 seconds for each task or the system resets. If you want to manually run thru your whole cycle, then start by pushing the manual button, then the right arrow once for the A program or twice for the B program then push enter to start a whole cycle of 6 stations each which will run for the minutes you have already programmed them for.
