Yes, it is rotationally installed and very stable

Does this work with electric or hot plate stove?

I don't think it would work. The bottom is rounded, and it has 3 short, threaded nipples that the legs are screwed into.

Does this come with a carrying case?

No it doesn’t come with carry case. I just happened to have a grill with one and I just put it that one.
