It works by temporarily melting the two surfaces to be joined, and then it sets again quickly. If you use the liquid versions the best thing is to put the surfaces together then run the cement along the join with a brush. **Q: What glue should i use for this?** A: Polystyrene cement: available from model/hobby stores.
