YES it would work for that , but, there will be a loss of light through the plastic ! You will need to test it to see if the light loss or reflective loss is excessive ! ! ! GOOG LUCK. Frank

Some thicknesses of Lexan may prevent penetration by certain bullets. It all depends on the shape and velocity of the bullet at impact. You might Google some to find how impenetrable some thicknesses of Lexan are considered for some common bullets and their velocities. i don't think 1/4 inch Lexan will resist much. I think even a 22 caliber short might penetrate it.

What’s the best glue for this material?

Go glue by Lock Tite works pretty good.

Can it handle being scrapped on the cement over & over?

Not while retaining a smooth shiny surface.
