Just slightly more than the diameter of the charging ring.

Is the wall plate mounted to the wall independently to what the illustration shows for the vertical stabilization bar? i.e. are there 2 or 4 screws?

There are two pieces: the base and the stabilizer. First you have to half screw to the wall the base and then the stabilizer to the same only two screws (presented vertically). At the end, you will have one piece, not separable. I think it was designed in two pieces just for better packaging space.
