Is the psi adjustable?

No it was not,, it was just a little more stronger than a regular garden hose !!! Its only good for washing cars !!!

Could I use this for spraying something like a mildew cleaner to the second floor of a house?

This is not a highpower pressure washer. I'm not sure how far the stream would reach. If you are able to get at least close enough to reach the 2nd floor, it might be usable as an applicator for a liquid mildew cleaner. Hope this helps.

Can you use it with bleach or chlorine

I have used a bleach based product for washing the house.
