Does laptop rest straight or tilted on this pad? Laptop slips if it rests titled?

It rests flat on it but the pad makes the laptop be elevated a bit but it does not fall for me. And there is the edge that will stop it from slipping

When does the fan turn on?

It should turn on as soon as you plug in the USB. If it's not, the USB port might not be getting power for some reason, or it's just broken, like mine is. And honestly, it works almost as well without the fan.

Can I use this product with a netcam that gets hot?

Are you talking about something like a Dropcam? I don't think those have an air intake so I don't know that resting such a cam on this cooling pad would help. I've never heard of one of those cams getting hot, though. Maybe just elevate the cam above the surface so air can circulate around it.

Would this be a proper solution if my internal fan is no longer working and would use this instead? I am trying to refrain from having to get a new 1

That depends if you are planning to retire your computer in the near future. This is a great product,but it isn't that expensive to drop in a new fan, The Belkin Cool Spot isn't suppose to replace the internal fan.
