My new cutting board shows every cut, why??

Because it's plastic. They tell you in the description to expect this. Most wood cutting boards will show cut marks too. Of course you can always spend $85 on a Teak Wood cutting board, which is soft enough not to dull your knives but hard enough to be resistant to knife cuts.

Is this a hard or softer plastic board?

Given it's thickness ( 1/2 inch) it is not flexible. As a cutting board it is soft enough to be easy on the knifes that I use. And, over time I do get small grooves in some areas of the board. Not wearing through, more of a slight texture. Quite consistent with other cutting boards of similar thickness. Easy to wash. With heavy commercial usage scrubbing and a bleach mixture are in order. Ours has been through numerous dishwasher cycles without any issues.However, it likely will not do well as a butcher block if you are using a large cleaver.

I need smooth white board to use as acrylic pallette. Is this perfectly smooth with no groves?

The board's surface (on both sides) is smooth with no grooves, but it's not gloss shiny like a presentation white board or a mirror. Its surface is slightly like an orange peel. My husband is an artist and I put the question to him, and he says this would work just fine for what you need. Hey, it's Amazon; you could always send it back! Hope this helps.

is this true to size 12" x 18"? or is it slightly smaller? (need for a tight space)

I just measured my cutting board for you. According to my tape measure, the board measures 12” x 18”. However, my tape measure is a standard hardware store tape measure, and not a scientifically calculated devise, so I cannot guarantee that my measurement is exactly correct.
