Will this spout fit the Midwest can model 2300, which uses the Spout Model #4230?

These would not fit any of my American made gas cans

what is the diameter of the bottom of the spout flange?

If by flange you are referring to the part that screws onto the gas can - it’s 1 3/4” wide. I might suggest getting a spout replacement kit that has longer spout - these are not quite 7” long; be easier if they were longer.

Will this fit "No Spill" gas containers?

I don’t know, but it included different caps to fit different gas containers
