How stable is it? My concern is that my cats will knock it over by trying to climb it..

Very sturdy, I don't think a cat could knock it down !

it has suction cups. I have a wood counter. Is the rack still able to hold the dishes without tipping over or me having to drill into my counter?

I think it would be pretty hard for the rack to tip over given the type of leg support.

Does it have to be against the wall? My sink has no wall behind it.
