My generation reckoned you needed the tyre as hard as possible, to reduce the rolling resistance and avoid punctures, for both inner tube tyres and tubulars, so we just pumped up till the tyre was rock hard. Never had a problem with overpressurising. It might be different for offroad tyres, where a lower pressure might help in very soft going.
