Hi, in my opinion this is the best one in the market that actually works with no side affects what so ever! Never the ones from the vets are terrible. We used this for 2 years in the summer time and this is our second year of not having to treat our cats..... Hope I've helped 

Do these work to both prevent and kill fleas?

No they only kill adult fleas, they don't prevent

Is it safe to give it to a cat in heat?

I'm afraid I'm unsure of that as I use them on my kitten who is just over 7 months old, so not a situation I have had to think about but I will check on the packet and see what it says and let you know, 👍
