Is this what I would use to stamp an image then use white embossing powder to act as a resist for watecolours?

Yes it is. Don't forget to wipe over your card first with an anti static powder, or tumble drier sheet, to remove any static and sticky fingerprints or the embossing powder will stick to them also. I use an inexpensive talcum powder to go over my card and it makes the card smell nice too.

Will this dry on shrunk shrink plastic if heat set? Want to use it as a clear sealer/resist.

The ink has to be heat set if used on non porous surfaces, have you already shrunk the image? I was a bit confused bythe question. You might be able to get more info from a web site. Try www,creativestampingmagazine.co.uk I have a page from the magazine but it is several years old. I'd be happy to send a copy but I'm not too good with computers.

Can I use this for foiling

I believe u can but I dont think it has as good results as some other techniques...but out of all ink pads, these really are the very best! So many cool uses so its definitely still worth a buy :-) happy crafting.

is this suitable for preparing new stamps so they ink better

This pad is for embossing it prints a clear image from a stamp for putting embossing powder on and then heat gun to set the colour, dont think its for preparing stamps for inking better, i have never used it for that purpose, i can recommend crafters companion inks, you wont have problems with those
