The timer to turn on/off is not working. and the manual is very vague on the explanation. how do i know if it's damage or i'm doing something wrong?

I turn the light on, then the button above on/off has a different color for each timer. You should have a color showing on the on/off “remote”. For instance, I want 12 hours light, so I make sure purple is lit up.

If it gets disconnected from power while on will it turn on when the power comes back? Or does it have to be manually turned back on?

One time I unplugged it by mistake. It seemed to need to be reset to start and stop automatically. But, after that, it was fine again.

Can this be used as a replacement for a dome lamp for a reptile tank or cage?

I doubt it because there's not much heat. There are many options under lights and reptile care. Probably as cheap as this. You might just need a light bulb.
