can the track be made shorter

Yes it comes in sections. My husband ended up putting a 2nd tier on his track.

does this thing include a terminal track or power pack?

No, it does not include a transformer. But, it is a really nice, easy to setup, over-under layout. If you need a transformer, would suggest purchasing a Bachmann EZ track train set; which includes the transformer, locomotive, rolling stock and track. Then, you can pair it up with this over-under for a really nice layout.
