That is the purpose of a device like this. 70Amps is just the max it can output. The output is variable based on the live load. Hopefully that helps.

Are there any issues charging a 24v lifepo4 to a 12v lifepo4 with this charger?

I use the Orion 24/12-25 to bulk charge my 12.8 volt nominal LiFePO4 battery bank from my other 25.6 volt nominal LiFePO4 battery as a supplement to the MPPT Solar Charge Controllers with good results
